INVITATION TO BID

The Local Government of Cabatuan, through its Bids and Awards Committee (BAC), invites suppliers/manufacturers/distributors/contractors to apply for eligibility and to bid for the hereunder project:

For the Contract      :           NINE MILLION PESOS (P9,000,000.00)____________________

Delivery Period        :           Thirty (30) days from receipt of approved Purchase Order

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizens/sole proprietorships, organizations with at least Sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (RA 5183) and subject to Commonwealth Act 138.  Only bids from bidders who pass the eligibility check will be opened.  The process for the eligibility check is described in Section II of the Bidding Documents, ITB. Post-qualification of the lowest calculated bid shall be conducted.

The Pre-bid Conference shall be opened only to all interested parties who have purchased the bidding documents. Bids and eligibility requirements must be delivered to the Local Government of Cabatuan on the date and time specified on the schedule.  All bids must be accompanied by a bid security in the form of Cash, Certified/Cashier’s/Manager’s Check, Bank Draft, Bank Guarantee, among other with the minimum amount of Two (2%) percent of the Approved Budget for the Contract (ABC).

Bids will be opened in the presence of the bidders’ representatives who choose to attend.  Late bids shall not be accepted.  The Local Government of Cabatuan reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and regulation (IRR).

The complete set of bidding documents will be available only to prospective bidders at the BAC Secretariat upon payment of a non-refundable amount of Two Thousand Pesos (P2,000.00) to LGU cashier .

The prospective bidders are advised to check the Local Government Unit of Cabatuan website www.cabatuan.gov.ph and the Philippine Government Electronic Procurement System (PHILGEPS) for the Bid Bulletin and announcement of the projects.  Interested Bidders may obtain further information from the BAC Secretariat of the LGU-Cabatuan, Cabatuan, Iloilo from 8:00 a.m. to 5.00 p.m. with telephone no.
