EXECUTIVE ORDER NO. 2010-24

REORGANIZING THE LOCAL DEVELOPMENT COUNCIL OF THE MUNICIPALITY OF CABATUAN, ILOILO

WHEREAS, Republic Act No. 7160 or the Local Government Code of 1991 provides for a meaningful participation or non-governmental organization and the private sectors (NGO, PO and PS) on pursuit of local autonomy and development;

WHEREAS, Section 106; Title 6, Book I of the Code provides for the creation of Local development Council in every Local Government Unit that shall assist the Sangguniang Bayan in setting the direction of economic and social development efforts within the community.

WHEREAS, due to the recent election of new set of local officials which is required to call for accreditation of NGO’s/PO’s/PS that resulted to identification of new set of representatives, there is a need to reorganize the Municipal Development Council;

NOW, THEREFORE I, ROBERT B. MAROMA, Municipal Mayor, by virtue of the powers vested in me by the law, do hereby reorganize the Local Development Council as follows:

Section 1. Composition of the Municipal Development Council
The Municipal Development Council (MDC) shall be headed by the municipal Mayor and shall be composed of the following members:

Section 2. Function of the Municipal Development Council

The municipal Development Council shall perform the following functions:
i) Formulate long-term and annual socio-economic development plan and policies;
ii) Formulate the medium-term and annual public investment programs;
iii) Evaluate and prioritize the socio-economic development programs and projects;
iv) Formulate local investment incentives to promote the inflow and direction of private investment capital;
v) Coordinate, monitor and evaluate programs and projects; and
vi) Perform such other functions as may be provided for by law or competent authority.

Section 3. Secretariat

(a) The Secretariat of the Municipal development Council shall be headed by the Municipal Planning and Development Coordinator (MPDC) who shall be responsible for providing technical and administrative support, documenting proceedings, preparing reports, and other assistance as may be required by the Municipal Development Council.

Section 4. Repealing Clause

This Executive Order supersedes previous Executive Orders issued for the purpose.

Section 5. Effectivity

This Executive Order shall take effect immediately.
