I. Functional Statement
The office of Social Welfare and Development is commited to the care, protection and rehabilitation of the segment of the country's population (individual, family, and community) which has the least in life in terms of physical, mental and social well-being and  needs, social welfare assistance and social work intervention to restore their normal functioning and participation in normal development. Provides intervention/opportunities that individuals and families, groups and communities, and enable them to become self-reliant and active participation in national development.

II. Objectives
To care/protect and rehebilitate the socially disabled constituent and the physically and mentally  handicapped for effective functioning, provide an intedrated welfare package to its constituents on the basis of their needs and coordinate the service facilities required from such department agencies, governmental and non-governmental agencies which can best provide them, at the further deterioration of the socially disabling or dehumanizing conditions of the disadvantaged segment of the population at the community level, and advocate for policies and measures addressing social welfare concerns.
