ORDINANCE ADOPTING THE POLICIES, PROCEDURES AND GUIDELINES GOVERNING AFFILIATION AND TRAINING OF STUDENTS IN THE RURAL HEALTH UNIT OF CABATUAN


BE IT ENACTED by the Sangguniang Bayan of Cabatuan, Iloilo in session assembled, that:

Section 1. Title

These Policies, Procedures and Guidelines shall be known as Municipal Procedures and Guidelines Governing Affiliation and Training of Students in the Rural Health Unit Cabatuan.

Section 2. Rationale

The production and development of Health Human Resources is necessary for the promotion, maintenance and delivery of health services. The Municipality of Cabatuan is making available its Rural Health Unit and other facilities for the learning and training of students from health professional school. To maintain the quality of this relationship, guidelines were originally promulgated under Administrative Order No. 26-C series of 1982 and 13 series of 1996 governing affiliation and training of students.

Due to the changing needs of society, advances in science and technology, changes in the Department of Health’s policies and procedures, and the current implementation of the Local Government Code (LGC), regulations governing affiliation and training of students in the Department of Health as embodied in Administrative Order No. 75-A s. 1996. These revised A.O. is applicable to Rural Health Unit and government health facilities.

Section 3. Definition of Terms

1.    Affiliating School – refers to any institution offering health and health-related courses that is utilizing government health facilities as Related Learning Exposure areas for students.
2.    Affiliates/Students – refers to an individual currently enrolled in a health or health-related courses in any Schools, Colleges or Universities.
3.    Affiliation Fee – refers to a sum of money incurred from a Student at a standard rate as contained in A.O. No. 75-A s. 1996.

Section 4. Rural Health Unit Committee on Affiliation and Training of Students (RHUCATS)
4.1       The Rural Health Unit Committee on Affiliation and Training of Students   (RHUCATS) shall be created which shall be chaired by the Municipal Mayor and composed of professional representatives from other services concerned in affiliation and training, and other Government agencies.
4.2       Functions:

The Rural Health Unit Committee on Affiliation and Training of Students (RHUCATS) shall:

4.2.1    Supervise/Assist in the affiliation and training of students in the selection of target barangays for the community exposure.
4.2.2    Orient and provide information to students and clinical instructors regarding area of assignment, people and health profile.
4.2.3    Provide Rural Health Unit staff to coordinate with the faculty during the exposure.
4.2.4    Send representatives to various learning activities such as community diagnosis, presentation, culminating activities, etc.
4.2.5    Provide measures for the protection and safety of faculty and students while in the community for exposure.
4.2.6    Keep records and reports.

Section 5. Standard Rates of Affiliation Fees as contained in Administrative Order No. 75-A s. 1996.

5.1       The following shall be the standard rate of fees to be collected by all of the Department of Health from affiliating students from various disciplines. esp.

5.1.1 Dentistry                                     =P= 400.00/student per semester
5.1.2 Hospital Dietetics                          =P= 250.00 for 192 hours per student
5.1.3 Public Health Nutrition                   =P= 250.00 for 240 hours per student
5.1.4 Medical Technology                      =P= 100.00/student/month
5.1.5 Medicine                                     =P= 5.00/hour/student (3rd year)
5.1.6 Midwifery                                    =P= 40.00/student for 30-40 hours
5.1.7 Nursing                                       =P= 60.00/student for 50-80 hours

=P= 40.00/student for 30-49 hours

=P= 30.00/student for 10-29 hours
=P= 20.00/student for 1-9 hours

5.1.8    Occupational/Physical/
Respiratory Therapy                             =P= 100.00/student/month

5.1.9    Pharmacy                                =P= 300.00 for 480 hours
=P= 100.00 for 160 hours
5.1.10 Psychology                                =P= 4.00/student/hour
Baccalaureate level
=P= 5.00/student/hours
Masteral level
=P= 6.00/student/hour
Doctoral
5.1.11 Radiologic Technology                  =P= 70.00/student/month
5.1.12 Social Work                                 =P= 100.00/student/month
5.1.13 Nurse/Health Aide                        =P= 30.00/student/month

5.2       These fees shall be treated as trust receipts in the books of collecting agencies, deposited in an authorized government depository bank.

Section 6. Distribution of Affiliation Fees as contained in Administrative Order No. 75-A s.1996 sec. 10.

6.1       General Principle:

6.1.1      RHUCATS and other RHU personnel shall have a share of honoraria from the total collection of affiliation of fees.

6.1.2      In the event of conflicts regarding affiliations and training of students. The chairman has the authority to resolve the issues within his level in accordance with Administrative Order.

6.2       The Collected Affiliation Fees representing 95% shall be divided in the following manner:

6.2.1      Forty percent (40%) of the total collection shall be used to Procure supplies and equipments for RHU.

6.2.1      Fifty five percent (55%) shall be intended for honoraria or incentives of RHUCATS and other RHU personnel divided in the following manner:

Municipal Health Officer                        -                       10%
Public Health Nurse                              -                       10%
RSI                                                    -                       10%
Midwife                                              -                       10%
Other Rural Health Unit personnel
involved in training and affiliation
activities shall receive honorarium
not to exceed 10%                              -                       60%

Section 7. Effectivity - This Municipal Ordinance shall take effective immediately.
